I like playing on maps that are 80% water to create games like the classic Empire. The AI seems to do a good job of building an army but it almost never builds ships. I did an 80% water map with one city start where each player started on his own seperate 1-city island. Three of the 4 AI players never built so much as a single transport to capture other cities. They built thousands of land units. One AI built two transports to take other islands. However, even when I had destroyers and subs out there sinking his transports he never built any ship to defend them. How can I get the AI to build a navy? Is there some weight I can give to naval units to make them seem more important than land units? Some hidden variable somewhere that I'm missing?

That's a big weakness of the AI, that is naval warfare. It tries but usually fails miserably. Not sure if there's a way to improve it via mod, I don't think anyone has tried it.
