I'm playing v1.05.39 in the 4/27/44 turn. The weather is mud and the ice level is 6 in hex x68, y44. It costs my German infantry division 9 MP to cross the Dvina into a clear hex at x68, y43. There are no enemy ZOC. I thought the river was totally frozen at ice levels greater than 4 and there is no movement penalty. It should only cost 3 MP to cross the Dvina into a clear hex.

In another location where the ice level is 8 (x62,y39) it costs 3 to cross the Dvina into a clear hex as expected.

Rules were changed a few versions ago so major rivers freeze at ice level 8.
