The manual states that as the USSR, to move your factories by rail, you need to;
-be in rail mode (check)
-left click on the city you want to move a factory from (check)
-to get the city screen to pop up, then add/remove the factories you want to move.
The last point is where I do not get things to work. If the city is empty, nothing happens when I click on the city, and if there are units in the city, I only get the unit stack to show. What am I missing here? Or is there a no-USSR rail move of factories on turn 1 that I am not aware of?
