Strange AI use of security divisions.

The AI doesn´t seem to be able to use its security divisons in the correct manner. I have seen it do this alot latly. Game started with latest beta.

I think the AI has no garrison requirements and therefore uses the security divisions for whatever it likes. Would be better if it would disband them instead.

Agreed, as it is now its just a free win closer to Guard status...
