I have noticed isolated enemy units seem to often switch to OKH/Stavka, even when the front line is close.

The resulting 38% combat penalty makes it that much easier to eliminate them.

From a Soviet perspective perhaps this is an advantage as it allows Front Line HQs the eg full 24 points to hold the line...

(I thought you were going to say the flaw is: Leading with unprotected HQ units, leaving HQs one hex away from an enemy unit, not mopping up surrounded units so that they eventually wreak havoc in Poland, not attemting to relief surrounded units....)

From either perspective if true it would make for a weaker AI.

Ai is not affected much by these penalties, since it has hard time maintaining appropriate HQ structures.
