what does the squadron and the base have to have for drop tanks not to be greyed out?

They are greyed out if the historical date for DT use by that model has not yet arrived. Also the base needs adequate supply. Planes using DT use 2x supply.

You have to have at least normal supply at the base. That is, your supply cannot be in the yellow or red range. Some planes (corsairs, venturas, avengers to name a few) do not have drop tanks until a certain time. All corsairs even early models get drop tanks in 9/43 for example.

Tommy, it must be the availability date for drop tanks for those models.  You can see what it is if you look at those models in the editor.

Does wonders for range.

I wonder about OPS losses at range though. Seems as though a damaged aircraft has to limp back home that much farther is more prone to breaking up on the runway or just plain not returning.

It does increase it a bit but not significant, if your squadrons are well rested. Besides, if you want to use American mediums at full range you just "have" to escort them. It look like OP losses for Japanese planes is much higher so I suspect it is a factor of durability.
