That's a different bitmap font which is available here: http://www.the-strategist.net/RD/docs/mod/index.php

I've been trying the LotR maps with a Tolkien font and while it looks great, it gets a bit cramped.

I have one question: In the scenario editor, while in text mode, how do you change the font size? There are four PlaceNameFonts, but I seem stuck with only one.

The "how to" for that is described in the What's New.pdf. See item 9 of section VIII of the 3.4 part of that document.

Of course, you must be using Windows fonts for those Placename fonts - that is selected in the Opart Font.ini file.
