I have noticed that AXIS HQs have large numbers of Support Ground Elements when the Need is stated as Zero. Apart from disbanding is there any way of forcing these elements out of the HQ so they can hopefully be absorbed at the Divisional level? or is this to replicate the historical incredibly over staffed german command structure? and I'm not talking about attached Support Units...

HQ's use their support in two ways. They share their excess (all) of their support with units in their chain of command that need the support and are within range. Also, they allow the leader to make his admin rolls without penalty (rules section 11.3.1). You can disband excess HQ's or you can reduce the TOE% of an HQ (suffering the admin penalty).

Couple of questions about 11.3.1

a. It says leader rolls fail if the result is higher than the leader rating, succeed if it is less. What happens if it is the same?

b. It says: Approximately one admin point is subtracted from the leader’s admin rating for every ten percent the HQ unit is below its TOE support squad strength, with a max reduction of five points.

If the Axis HQ's need is 0, how can they have less support than they need?

As for question b, we're talking about 1 point subtracted for every 10% roughly under TOE. So if a HQ calls for 250 support squads in it's TOE, for every 25 missing squads you will suffer the 1 point penalty (I don't think it's exact, may be some random in the 25). This is different than support need.

Support need is different from the unit's percent of TOE strength. To be at 100% of TOE strength the HQ must have all 250 support squads (in example above), but it will never suffer a penalty in the logistics phase for not having enough support squads for it's support need since only non-support squads require support (and HQ's have no non-support squads). Now in hindsight it might be nice to have fuel and supply dumps in HQ's require a certain amount of support, but that isn't in the game at the moment AFAIK, (they do require vehicles to move).



I don't know the answer to question a, but you might find it in the manual if there is an example of leader checks.
