By the code, this upgrade will never happen due to the initial delay of 9999. MM, What version / Scen are you looking at? I have the latest version (no beta) of WitP-AE with Scen #1 showing TOE#2431 with an upgrade to #2432 and a delay of 420101, which should fire just fine.
