Is there a way to ascertain how many cards the AI is holding at any one time? If not, would it possible to work it in somehow? Not sure if this is against the rules- ie. if you were playing the boardgame against a human opponent is it against the rules to check the number of cards he's holding?

Yes. It's in the city report if you right click on Rome. The number of cards held by the AI is contained in the base panel of that dialog. I.e., right click on the city and then make sure that you click on the icon of the city within the panel at the top of the dialog.

In addition to that, I thought I saw the number of AI cards mentioned in the footer's dialog durign AI turn.
