Sorry if a have missed some detail...But this is how i understand it..

If the units leader fail both his INITIATIVE and ADMIN checks for
MP allowance then the MP value will be reduced by 40 %...

That seems pretty brutal to me...to loose 40 % of your movement capability
just by chans...

I mean...If you struggle to keep your command and control, fatigue, supply and motorpool in good
order and still loose 40 % of your movement points just to bad luck...

I feel that a 10 % reduction of MPs would be enough for the INITIATIVE and ADMIN checks instead of
the 20 % as is now...

I would have to disagree. Leaders should have a big impact. Otherwise why bother to spend AP's to get the best leader in the most crucial spots.
If there is only negligible effects if leaders miss there rolls, whats the point in having them.

I understand your point...But even with good leaders the riskt of failing thoose rolls are still quite big...
If you have an infantrycorps HQ the leader of that corps should preferably have 7 or better in his INFANTRY rating...

There are really not that many leaders that have that and most that do have INITIATIVE and ADMIN ratings of 6 or 7 (at best).
There are a few with higher...

meaning they have 30-40 percent chans to miss their INITIATIVE and ADMIN roll checks for MP allowance...

Yes...some random is good.
I júst think you get hit to hard if thoose rolls fail with regard to MP allowance...

Other rolls a have opinion about...seems to work fine

Simulation of screw ups... they did happen you know! Even if you do everything "right" the men leading your troops still have to execute the operations... and they are very human and make mistakes, sometimes with big consequences
