What Does "Invalid Unit" Mean When Trying to Split a Division?

I'm trying to split the 11th Airborne Division into regiments and all I get is "Invalid Unit". If I try to split the unit manually and press the 'Shoe TOE' button the TOE shows all zeros so I'm not sure how I can split the unit into it's regiments.

It is possible that you have too many divided units/fragments, and don't have any available slots to split the Division. If you can, try to recombine another Division, then try to split the 11th Airborne.

Set Delay to 0 on the division. That will make it "valid". Put Delay to 440508 on the subordinate units.

I figured and "invalid unit" was one that had been in a malarial zone for too long.
