Is it possible to take and existing scenario (from the Load Scenarios menu) and modify it and save it under a new name? How is that done? Obviously I can make a copy of it, Rename it, and Edit the renamed scenario, but how then do I save it, for use to play with or to work on editing it some more?

Yes, you can simply use "Save as" and rename the file

VP assignes a number of points to a specific hex.  There is a flag that acts as a marker.  It is called the VP flag but the hex only actually has VP if you assign them.  What are you trying to do?

tweber....what is the best way to determine victory when you have more than one nation playing? it would be neat if you could get the nation in question to surrender when their capital has been captured but I don't know if this game has that capability.

If the game is human only, I would not bother programing an automatic victory.  Most games usually stop when the players agree that someone is a winner.

It is probably not a bad idea to 'shoot a cripple'.  If a player gets to a certain point, you could join his regime to another AI regime.  This way, they are out of the game and the AI takes over.  In some cases, this is better than a surrender because with a surrender, the regime is wiped out.  Nearby regimes might have an advantage in picking up the spoils.
