"By convention" as I was taught, the possessive "its" has no apostrophe, while the contraction of "it is" to "it's" does have the apostrophe.
Yes, as in "It's annoying that the IRS is so skilled at sucking blood from its American citizen victims."

I couldn't remember which one was which, but I also read somewhere that, since they would always need an apostrophe (possessive or contraction), you really never needed one. Hmmm.
