Does anyone have a problem with their TFs being issued a set of movement orders with "remain on station" on one turn and then on the next see them turning around and retiring to their port of origin with "retirement allowed"?

This happens to me across the board with all types of TFs, I could have sworn that I set the TFs to move to a particular port or hex with orders to remain on station and I know this because these TFs are in most cases performing critical missions so I have my eye on them, it's especially annoying and I don't know if anyone else faces this problem. It's been a long standing problem for me so I take care to ensure that the movement orders are set the way I want them before I leave the TF info screen. Am I doing something wrong?
