When you look at pilot list in your squadron some of the names might be in yellow. Those are the ones that can be transferred to training command. Just click on their name.
Requirements seem to be high exp level and rank, but exact rules elude me.

Exp of the pilot > 80 BUT fatigue reduces experience.
Do not know the exact formula, but could be:
if ( (pilot EXP - pilot FATIGUE) > 80) then pilot could go to the training command as instructor.

Good ol' Pappy Boyington with AVG/2 in the middle of China got up to an experinece level of 88 and his name changed to yellow when I moused over it, so I clicked on it.  6 turns later he's still assigned to AVG/2 but his name doesn't change to yellow anymore when I mouse over it.  Should his withdrawl to training command take that long or does he stay with the unit, but in a non-operational status?

Playing the unpatched version a couple of weeks ago, I had about 6 or 7 transfered in Training command, I saw a message during the game resolution that said "Training Command increases the skill of 25 pilots" or something to that effect. I'm restarting after the patch I have not gotten past Dec 9th yet (allot to do in two days!)
I really think for the Allies this is a long term strategy. To realy see a benefit it may take 50 or more good pilots! Only time will tell.

From reading some of the past posts instructors do not change the experience your pilots start with but they increase the rate you get them.  Good for Japan not so much for the Allies unless your burning up pilots.  Although it's a bit unclear it has been stated pilots from training can't exceed national training level.  When you get the message of improved pilots I believe it means that some pilots are accelerated toward graduation and they will graduate with the experience shown on the pilot screen.

Or go to your reserve pilots roster and set the reserve pilots to TC.

Yes, that too, for those currently in reserves. Note that assigning pilot to training school and moving it back to reserve pool will delete his squadron assignment and will make him general reserve. So if he was assigned to be replacement for VF-6 you will make him general fighter reserve.

Is there any way you can take good pilots from squadrons about to withdraw/disband then assign them to training command (to avoid loosing them) and a few weeks later transfer them back into an active squadron that's going to hang around a long time?  Or does the game not allow for that amount of detail/control?
Also, is it possible to transfer good quality 80+ exp instructors from training command back to general reserve (and if so, how?)
