TF Refueling

There's a small problem with the refuel code. I've a TF going from SF to Sydney, all the xAK have a range greater than 12000 but thet are escorted by a single PC reange 4000. I've not refueled them on the way, but they are told to minimal refuel at Sydney. Fuel is enogh to get them there and the refuel should get them back.

Just passed Suva all the ships were in the red, the PC down to 60. I could not get the TF to refuel the PC. I set the home port to Sydney which resulted in most going green which now allowed me to refuel. I've since set the home port back to SF.

I didn't leave them to get on with it to see what happened as I didn't want the PC to run out. Would the TF have refueled it? The Code should take into account such situations, does it?
