Having now played the Japanese side in the Grand Campaign for almost a month, I am still struggling to get a handle on managing the Japanese Economy.

I think it would be useful to add a bases' resource and oil stockpiles to the base's info window that pops up when you mouseover a base flag icon on the map.

That way we don't have to click into the base details every single time, it becomes really tedious and it is much slower when your trying to look around the map and figure out what cargo you need to move around.

Another idea maybe down the road, would be to include a comparitive economic indicator for a base on the pop window base screen which would give you an idea of the number of days left your stockpiles cover for that base:

[resources stockpile at base] / [resources used per turn by base]
[oil stockpiled at base] / [oil used per turn by base]

That way it would be much easier to figure out where cargos need to be shipped. Bases with a large indicators can be used as sources of cargo supply, and bases with small indicators need to have cargos imported to them.

I'll certainly second that idea. A complete base info pop-up that worked when you hovered over a base for a few seconds would be a HUGE improvement.
