Question: is there no benefit given to firing from a higher elevation to a lower one? The Terrain Combat Modifiers given in Parameter Data limit fires from one elevation to another to .9 regardless of direction. I'm not sure it makes sense to discount them both equally like this and I would appreciate an exchange of opinion on this. An uphill position relative to the point of fire can serve as a partial defilade, so the .9 makes sense there; but a downhill position relative to the point of fire generally increases exposure to it and its effectiveness, so these fires I should think would be enhanced, say to 1.1, or at least left at 1.0. I mean, heightened exposure to fire is one of the reasons that attacking a hill has always been especially unpleasant.

Thoughts, anybody?

I believe it works as .9 when firing uphill and 1.1 when firing downhill.

I will make note of this and revise the manual.
