Why if I set the Max Reaction Range to zero, my Car TF move one hex further closer to the enemy? I set the course to stay (as jap) 5 hexes away from enemy carriers, but with this move I moved to 4 and enemy planes attacked my flattops

If your admiral is Halsey for example, it is normal. Very agressive.
He did it twice in one day in one of my games.

Not likely to be Halsey, if he's playing as Japan. Although not impossible
