i just bought the chariots at war but i cant seem to get anywhere even when i build up my cities then i just get the build queue with no options open anymore. i cant expand any of the towns or add build sites.

Have you read the manual? You need to upgrade your town halls to create building slots. Have you ended your turn to advance time etc? It is a turn based game.
