In Early May 1863 as the CSA my reinforcements dropped from 15,000 to 8,000. I did not loss any camps or cities in the previous turn? Also I received the Econ Report: April Pop boost +34 population, 31 consumed by camps.

Any thoughts....

OK, I played another PBEM turn and the reinforcment level was back to 15,000. I am going to assume it was related to the emancipation and the April popultaion chages?

Quite possibly. Maybe there was unrest, too?

I only saw this thread now, since I don't check this forum all that often.

I really never figured this one out. The next turn it was back to normal. I do not think there was unrest but the timing of the election could have been coincidental.
