When a city is captured/occupied, the money/labor/ore/horse production goes to 0. Should resource production return to normal upon re-occupation?

For example, as the Union, I left Pittsburgh unoccupied, and a Confederate raiding party occupied the city for one turn. I quickly sent a force and re-occupied the town, but have since had zero resource production of any kind. One thing that did occur during its occupation was that a couple of structures were destroyed, including a mansion, resulting in having more structures than could be legally supported. I started building a new mansion when I could, and it took awhile for the rubble to be cleared, but even after all of that, and many turns later, I have no resources in Pittsburgh. All of the state is safe now, and the nearest Confederates are down in Virginia, so this area is no longer a threatened area.

All other examples in my game seem to indicate that resources do return, but there was something with this Pittsburgh attack that has prevented it. Unfortunately, I don't have saves from before the attack.

No unrest i suppose. And i also suppose you own the capital (if Pittsburgh is not the capital...sorry but am an ignorant on northern geography lol). Enemy governor shouldn't be a factor. That thing only prevents you to munster-conscript-build but production should be unaffected. Erik?

Was the "capitol" building also destroyed? If so, the area will produce no income until you build a new "capitol". Losing the actual state capitol will halve the income for the state, but zero income and destroyed buildings sounds to me like you need to build a new "capitol" building.

Thank you Erik, you were exactly correct. I noticed that a mansion had been destroyed, since the city no longer had enough support for its remaining buildings. But I did not notice that the "capitol" building had been destroyed.

And now I've also learned that the "capitol" building is in all cities, not just in the state capitol.
