GB should not be able to offer France a conditional surrender and vice versa. The driving force behind this whole game is the conflict between these two nations, and having them able to end their war so easy makes this game more of a free-for-all than it should be IMO.

It's not a biggie one way or the other, it just somehow feels wrong to see that in the log :)

It should be an option in the game setup imo.

I agree, but it is easy enough to make it a house rule. That is what we have done in the Ezra PBEM.

The option should be there couse there isnt always sure that you play against human opponents

What you're talking about is an optional rule in the original EiA. Granted it becomes standard for most groups, but I can understand why it was not included in the basic game. Hopefully we'll see this added in a patch.
