as noted i have a question about Rome and grain
about the 4 zones who can help:
sicile and aegyptus are easy to understand
africa and baetis give me a problem [&:]

Africa and Baetis are historical names of Roman provinces.

Africa is more or less what is today Tnisia. There is a small icon near Carthage that has a toltip that explains you must control Utica (north of Carthage) to insure the African grain
Baetis is southern spain. You must control Gades to have its grain.
