Why is Kagi a port city. Kagi or as known today as Chiayi(Chiai) city is located deep in the plains and it's nothing more than a an airfield complex made up of several airfield used for PI invasion. These include Kagi, Chiatung, and Chauchou.

Perhaps it's because the hex labeled "Kagi" contains (or contained) some kind of port facilities within that 40 miles in 1941? Kagi may have been the most significant feature in the hex, but it might have still had a port? Just guessing here.

Formosa(Taiwan) is pretty much one megapolis these days on the West side of the island. Damian, agree with you. Not a perfect choice, but my guess is that for play balance the devs needed so many AF/ports within a certain range of Tainan. Chiayi just fits in. Not a big deal to me.

As everyone posted previously...hexes are 40 miles wide..

It's a 0,0 port for my editor. It's just at the edge of 40mi range, but the intent is just to create AF for PI invasion and AAA bases in late war.
