I never noticed until now the bunch of training air groups Japan receives in 1945.

Now I am bit confused - I thought that basic training for pilots is handled off-map?

Are those groups designed for some 11th hour expanded pilot training program?

Furthermore, some of those groups did already exist in a training role when the war started - so for whatever reason they show up in 1945, they are late.

Someone could please shed some light on this?

These groups allow you to drain the schools and bring all of your pilots into pools.  As IJ you need these for two reasons:
1.  You gotta have them for kami's.  Kami's are one way flights.  I've gone through +2000 pilots in a week and +5000 in a month with kami attacks.
2.  Pilot HI expense.  You gotta get them out of the schools to conserve your HI.  That +35,000 monthly HI cost in '45 will kill you.

Getting these earlier than '45 would be a real cheat for both of the above reasons.
