Does supply flow over an enemy controll hexside. I.e. One you can't retreat/move across?

Nope, This is whole reason for borders (because LCUs retreat by supply path).


But it travels from LCUs, which have too much of it at hand.

You can for example drop lots of supply, by ships, for your LCUs at coast, and they will distribute it further.
