Seminole -> Moscow Defense Zone... bug? (8/14/2012 2:04:06 AM)

Turn 25 in my PBEM and ran into this little problem.
From the event log:
Moscow Defense Zone ARRIVED at 183,47 (men 18800, guns 0, afv 0)
This thing isn't very useful in the Urals.
I presume this happened because all three hexes of Moscow were full.
I don't know if it can be fixed for my current game, but it would be nice if it had a little more flexibility with respect to being created close to Moscow (in the event Moscow is full) since it cannot be moved.
