Having trouble with this. Does it need to be activated PRIOR to any losses? I was playing a scenario, lost a couple of units, activated "reform units", and nothing happened-- they weren't put into reserve, etc. Is there some other specific restrictions to this? Thanks!

It has to be activated in the beginning of each scenario. In a future patch, it's possible that this cheat become an option in the game settings menu.
