I'm on turn 23 right now,playing the 'Fatherland', and I have not had any armor exports at all. I get aircraft exports but not armor. [:(]

You most probably don't have enough tanks in pool that are eligible for export. Or there's currently no tank eligible for export due to different timeframes of the foreign counterparts.
