You need a min. amount of supply in order to SR and that threshold is pretty high.
For Re-basing you need less but still allot. The only way to get any decent supply is to use ships.

I was posing the question, more as a suggestion that air supply could be more effective in these cases. Air units and Parachute units, which are already air oriented and have less need of the masses of supply needed by larger military units, which have thousands of men and vehicles to support and that only naval supply can provide.
Otherwise, it's not a big item, just useful to know when basing air units.[:)]
