Not sure if this is intentional, bizarre, or normal.

- I am playing my third game, still on the first race I selected, Ackdarian. So far, have never gotten another Intelligence agent. Fine. So in all games so far, my lone intelligence agent has done counterintelligence on the homeworld. Noticed nothing first 2 games, third game I regularly have stations blowing up in my home system. Regularly. I've never received a message that my agent has successfully performed counterintelligence, and he (she? it?) never gains skills, so does that mean she (it? codfish?) never succeeds? Or is it just bizarre luck that whoever hates me has a high degree of success and my Ackdarian is succeeding now and then, I just don't notice it and she never gains skills?

- I only have one fleet admiral. I put him (it? her? seaweed?) into my main fleet which does all of the business in the early game. So far, tons of battles, since not only pirates were bothering me, but a race of very nearby canines who were getting in my face. Lots of battles, lots of skill gain. But to my dismay, he ONLY ever gains "Poor Space Defender", "Drunk" and one more bad one (I forget). Is that just luck? I would have thought: the more I use my folks, the better, but am not so sure now. My leader is also an isolationist addict. Is this pure luck or am I doing something to instigate this?

1) If I understand the game mechanics properly then your agent is not succeeding in counterintelligence. There should be an experience gain of some sort if there is a successful mission. I suspect it is not bizarre luck though. You probably have the Naxxilians sending their super-saboteur against you - they start with this character. There is probably still a very small chance you will detect/stop them sometime...

2) With your Admiral, that is just (bad) luck. I believe that having she/it/him in (successful) action should give you better chances of getting good traits but it is not always the case. I've a couple of times won large battles convincingly only to have my admiral get 'poor space attacker' or similar. Probably more chance of getting drunk if they are just sitting around twiddling their thumbs... at least that's what the game design intentions were...
