My Japanese opponent seems to have an endless supply of units pouring into China! I assume he's getting them from the garrison.

Does he run a risk of the Russians attacking? I can't stop him in China at this rate!

If Japan's Manchuria garrison falls below 8,000 AV, Russia will activate. See your Information screen - at bottom left it will say "Russia Not Activated" or "Russia Activated" depending on the Japanese garrison.

Most players have a House Rule requiring the payment of political points to free up units from restricted HQs before moving them across a national border. This rule puts limits on the amount of units either side can move.

If you do not have such a house rule, your opponent can certainly flood China from Manchuria and the situation will be serious. However, you can fight fire with fire. You can counter by flooding Burma with restricted Indian and Chinese units. You might well be able to overrun the country, thereby re-opening the Burma Road from Rangoon into China. Then, by shipping in tons of supply to Rangoon and working it forward (using the supply draw buttons) to China, you can rebuild your Chinese army.
