Same thing with me. The missing file is neither in the update nor in the current version. It´s a dll for C+.

What operating system are you running? (Windows 10, Windows 7, etc...)

I tried to run the turn it doesnt save even after I upgraded to 228B

Maybe the Axis player could resend his turn to the Russians. I would like to get a copy too.

By the way I did not upgrade to 228 until after I had resolved the Japanese turn.
