USSR. Southern Front. At that's pretty much it for the Soviet army except for two armies holding and cut off in Murmansk, two armies holding and cut off in Sevastopol and a division and garrison army garrisoning Persia.

RAF Strategic Bombing. The RAF against heavy Luftwaffe fighters and flak still manage to knock out 1 critical German oil point.

RE: Witness to World War 2.
Turn 18. Sep/Oct 1942. Allied #3.
Western Allies. The Italian Front.
1. Desperate times call for desperate measures.
2. With the Soviets on the ropes, or is it the mat, Great Britain decides to make an all out attack to take Naples and the Italian factory there in hopes of (eventually) being able to knock Italy out of the war.
3. This desperate attack is made with General Wavell leading the charge and with the Royal marines along with the British 1st infantry division making their fourth, or is it fifth, amphibious invasion against Italy (Sardinia and Sicily).
4. 8 Queen Elizabeth Class battleships provide maximum shore bombardment support. This makes the initial assault odds equal to +10.333, which gives a PWIN of 66.7%. This is a 2 out of 3 shot for the Brits to take Naples. All that is needed now is for the RAF to do their job.
5. A massive air battle between the RAF and Luftwaffe (mainly) takes place in the skies over Naples. RAF performance is abysmal. Three RAF fighter groups are shot out of the sky and their crews (i.e., pilots) lost. In return, the RAF barely manages to scratch the Luftwaffe. One Luftwaffe fighter group is forced to abort. That's all the damage done by the RAF!
6. The RAF does manage to get 3 factors of ground support through; however, the axis manage to get 11. The result of this failure by the RAF is that the attack odds go from +10.333 to +7.087, which reduces PWIN from 66.7% to 36.8%. So, an attack that initially had a 2 out of 3 chance of succeeding, now has a little better than 1 out of 3 shot.
7. Land Combat. Thankfully though, for the allies, the Brits fought like men possessed and took the day, or days. Naples falls and two disorganized Italian fighter groups are overrun along with their crews (i.e., pilots), which compensates a bit for the loss of three RAF fighter groups and crews.
8. Will this desperate victory by Great Britain be enough to save the Soviet Union? Will the US ever get into this war and directly help the allied cause?

Here is a miscellaneous question for you - can I see a picture of the Soviet INF force pool?

RE: Witness to World War 2.
In 1942, the Soviets need their better units on the map to have a better chance in combat. Scrapping the 3 & 4 factor units (after their initial loss in 1941) helps achieve that. Their eventual ability to push back will be led by armor, air, artillery, and offensive chits - not weak INF units, which end up trailing along behind, accomplishing little. The 5 & 6 point INF are critical to have in the Caucasus, where the Soviets must stand and fight, rather than retreat.

Turn 18. Sep/Oct 1942. Axis #4.
Actions. Japan - land, Germany - land, Italy - land.
IJN. Carrier Based Ground Strike. Palembang, NEI. Worth a shot. Only 10% chance but if had been successful then Japan wouldn't had to worry about the NEI Terr damaging 1 of the 2 oil points at the end of the turn.

IJN. Northern China. Blitz Attack. Japan continues to "lay it on" the communist. Whether or not they're Soviet or Mao communist.
Note that Mao provided defensive HQ support to this combat.

Euro-Axis. Italian Front (2/2). More and more German ground and air units move into Italy. In the south, German and Italian troops wall of the allied absence that has engulfed Salerno and now Naples.

Turn 18. Sep/Oct 1942. Axis #4.
Euro-Axis. The Arctic Front. The Finnish army with their job complete after the capture of Leningrad will now move north to clear out the Soviets from Murmansk. Except for the II infantry corps on-loan to Army Group Center, clearing out Murmansk and garrison duties are the extent to which the Finns will continue to support the Nazi war effort.
