rookie cant move into enemy territory

playing any scenario for example 1940 invasion of Denmark etc.
I can invade Denmark but I cant start anything in belguim
units cannot move into belguim or France or Russia for that matter
I cannot find anything in rules on how to start wars!!
Can I not move where I want to?

Have you Declared war on the countries in the War Map?

If not open the war map, Check which country is selected (National symbol highlighted in the bottom left of the screen)

Then select the country you want to invade, confirm you want to DoW, close the screen and away you go move in your troops.
