I have a relative who is a canine cop... they bite both the bad AND the good guys.

According to you, your relative, the canine cop, bites "both the bad and the good guys." Get him some distemper shots.

I'm trying to download a PBEM turn and I get this. OK, I'm willing to download it at my own risk but it won't let me. WTF is going on?

I was able to download. Just try again.

But you might want to send out the turn using a different email service because it appears they are not letting email with attachments out of their network yet even though they are "sent".

They said a big extraterrestrial lizard chewed on their cables. Would you happen to know anything about that?

We are not lizards. We just look like lizards. There is a huge difference.

What am I to do? AOL, my old service, is acting like they don't want to do email anymore.

You could make a Yahoo account to use temporarily.

Yahoo is temporary, alright. Here today, gone tomorrow. I finally got my PBEM. It was ugly, this turn. I blame Google.

To you, maybe. Humans are mammals, after all.

Have other email accounts that you keep on a permanent basis. There are lots of providers. Yahoo is one. Microsoft's outlook.com is another (I got the turn sent out last evening with them). There are many more.

I read somewhere that a law enforcement radar picked up a target going over 200 mph. Needless to say, in the US that was discounted. It turns out that it was detecting a fighter aircraft - which interpreted the LEO's radar as a threat and activated anti-radar missiles . . .
