Sorry, I was talking about the system creating ground elements. For Soviet Cav squads there is a maximum of 200 squads per turn. Increases to 250 in 1943.

So when you get those 20+ new Cav Divs in 1941 it takes months to populate, if ever.

Well that didn't take very long to find and I think you did mean ground element. A patch from 2014 says this.

V1.08.00 – October 21, 2014

Added editable “turn build limit” and “turn build percentage” attributes to ground
elements. They may be used to put a hard and a soft cap on the number of elements
built to replace missing elements in units. It’s safer to use “percentage” rather than “limit”,
because it adjusts to greater need. Some elements like artillery or cavalry squads by
default have some percentage set, lower than 100% that depends on their build cost.
Build limits cause slower replacement rate for certain elements, even if there is enough
manpower and armaments in the pool, to represent limited training capacity or limited
resources (like horses) for auto-build elements without actual amount of production per
turn defined.

This is an editor change and can be altered for whatever the scenario designer wants. In game you have no control over what or how much is produced. I'll check to see what it says in the appropriate production section 5.4.3 and maybe emphasis that build limits can change dependant upon scenario, but no specifics.

Not section 5.4.3 but section 21. Changed the last para to read '.... Production in any scenario may be changed as the scenario designer see fit, particularly important in non-campaign scenarios that do not use the entire map and OOB. Production here is reduced for both sides by a certain percentage to account for production going to the off-map forces not involved in the scenario. ....'

Well these limits come set with the 41 Campaign and the Bitter End and has major implications for Soviet Cav divisions. The major component of a Cav division is Cav Squads which is limited to 200 per turn.

Game Tip : You would have to be a nong/drongo/dill pickle to create a Cav division. [:D]

Section 7.5.4.2. Reactivating Static Units

I've just noticed this. 'Note that Units that retreat or rout as a result of combat may not reactivate.'

This came from a patch-
V1.05.18 – September 6, 2011
5) New Rule - Static units no longer lose their static status when they are retreated or routed.

The original manual said 'Units that retreat as a result of combat are automatically reactivated at no additional admin cost.

The rout bit makes sense but not the retreat. If it is as read it will never be able to reactivate once it retreats.

I suspect it really means it cannot reactivate on any turn it retreats. Also, as it's static I'd also have thought it should suffer more retreat attrition than normal?

I can find nothing that clarifies this situation. Can anyone?

I suppose I should have tested this before posting. What actually happens is they do not automatically reactivate when retreated or routed as they did in the originally rules. Rule clarified in the new manual.

Section 12.1. Gaining Admin points:
Change the rule about gaining admin points when you put a unit in static mode. It's the opposite, you spend admin points to put a unit in static mode.

Superb job! Not to take anything away from the awesomeness of your effort, but here's a number of grammar/typo/format issues:

1) In section 3.1 there are three typos on page 20. In the "Pools" (Acitive), "Pop-up" (informataion), and "Supply Source" (raihead) sections.

2) In section 4.2 there's a mangled explanatory sentence in the "Freeze Inactive Units" segment on page 32: ("Check units the should be frozen are")

3) In section 5.1.4 (page 37) two words don't have a space between them in the "Show Air Doctrine Screen" segment: (screenaccessed)

4) In section 5.1.5 (page 37) the letter "C" in the "City Name" segment title is not bold font.

5) In section 5.3.9 (page 48), the first sentence needs a space between "mode" and "(16.3)"

6) In section 5.3.9.1 (page 48), there's a typo in the first sentence: (aidrop)

7) In section 5.3.9.3 (page 49), there's a typo in the Game Play tip: (simialr)

8) In section 5.4.3.2 (page 54), the 2nd sentence of the "Units" segment is a bit mangled: ("For everything else else in the special section and will always display zeros.")

9) In section 5.4.10 (page 61), the sentence comprising the 3rd from last bullet is a bit mangled: ("Total number of men lost and sorted by how there where lost.")

10) In section 5.4.12.1 (page 62), there's a typo in the last sentence: (Finaly)

11) In section 5.4.15 (page 67), there's a missing word in the Game Play tip: ("There should never be a zero (in) the AVL column...")

12) In section 5.4.18 (page 71) the second letter in the 3rd segment title should not be capitalized: (WIthdraw)

In at least two places the manual states:
8.1.5. ... Withdrawing air groups will not upgrade or swap aircraft automatically although manual change is still allowed.
18.2.2.2. ... Withdrawing air groups will not upgrade or swap aircraft automatically (manual change is
still allowed).
This seems to be incorrect - as in my game Stab/JG 27 (scheduled to withdraw in 11 turns) just upgraded from Bf 109E-7 to Bf 109F-4 on auto.

Land units have a withdrawing mode 5 turns prior to sheduled withdrawal and so do the air groups.
Once they entered this withdrawing mode they are blocked from auto-swaps and -upgrades

Hi, Chris,

Thanks again for updating manual, really helpful for me after being away so long.

I’m not sure if you track changes for future release (or even if any further updates are planned), but I’d like to suggest that you delete the first sentence of 7.6. It causes confusion about units getting a Morale bonus for being attached to Soviet Shock Armies which, as i understand it, is not the case and not listed in 9.1.4 as one of the bonuses to national morale. Removing the first sentence elminates the reference to this non-existent morale bonus.

Edit: Alternatively, and perhaps preferably, just change first sentence to “Elite units receive a bonus over the current national morale (see 9.1.4)” . This removes the part about non-elite and shock army blah blah.
