There is a per turn roll of the dice so to speak to determine actual surrender depending on how many units are still left on the map. It may take a few turns before they finally surrender and continuing to destroy the remaining Indian units will help to accelerate their demise.

Indeed, Indian units outside India will continue the struggle. They were all British led so wouldn't have likely given up the fight easily, especially considering that they could be literally anywhere in the world when India surrenders.

Ideally the vast majority should of course be fighting to defend India when it is invaded, so having as many as shown in your screenshot continue the fight will probably be quite rare.
