You cannot load planes or units from Restricted commands to ships. You can check if the unit HQ has [R]. That means it's under restricted command. If HQ name is in yellow, you can change the HQ to something that is not by paying Political Points.

# means that unit has withdrawal date, either withdrawing permanently or returning back later.

Most players don't use the Auto Convoy system because it means surrendering control of assets to the AI that uses them inefficiently.

Most player use the Continuous Supply setting for Task Forces to set up individual auto convoys for each base that needs them.
Using this setting the TF will continually ply back and forth between the source port and the destination port delivering supplies, fuel, resources or oil as you see fit to assign.

If you change to HQ that doesn't have [R]. Note that bigger the unit, more it will cost..and Political Points are scarce in the beginning. You will get 50 PP per day...and e.g. brigade-size unit could easily take 400 PP to change HQ.

Some units are permanently restricted and cannot ever be shipped or air lifted away from the land mass they are restricted to.
This is the case for many air squadrons and LCUs on the West Coast.
If the HQ text is white it is permanently restricted.
If the HQ text is yellow it can be clicked on to se what is possible.

This is true of all yellow text in all interfaces.
It behooves you to click on all of it to learn what is possible.

Most players will create or find a large naval port in the area of the war and start sending convoys to that point as a distribution center..They will also keep cargo and escort ships at those distribution ports, ready to load them up for local deliveries...to locations perhaps within a thousand miles or so.
This game will help you understand the importance of logistics...keeping your forces supplied and the importance of protecting your supply routes.
For the Allies, those small CVE's are good for patrolling the supply routes because your opponent will try to intercept or disrupt them.
It's a good thing to break your units up when possible and load them onto more than a single ship, because if they are all on one ship and it is sunk, you lose the entire unit for months, IF you ever get it back!
