full equipment but 96/96 TOE

Hi, I've got some units in this situation,
every TOE squad/device is available at 100% in unit but it shows a 96/96 TOE

looks like a partial unit, not all elements may be evenly split thus you get such strange looking numbers.
Likely caused by the missing Smv L40, initial setup has 1st part at 102/102 with 2 Semoventi and 2/3 unit with 96/96 and 0 Semovente
