Soviet tank defense values

Playing Allies. USSR has Lvl 3 Inf weapons. Shock armies have 4 defense against tanks with lvl 2 (the highest they can go). Normal armies have 5.5 defense against tanks with lvl 3 (the highest they can go). So fully upgraded normal armies are cheaper than fully upgraded shock armies but defend better against tanks. Seems wrong. Bug or WAD?
