World War Three 1946 2.2 Beta Ready

Added my own graphics package.
Started with Welch's excellent map. Brightened a few features up. Added river names. Enhanced the roads, RR, sea hexes and rivers.
I was going to use Sepris newest 2d units but couldn't wait any longer to get this out.
In my play throughs against the AI the NATO side did some surprising things that worked and delayed the Soviets until October from taking the territory they usually take by the end of August.

You can of course use the old 2.1 graphics as well. Be careful using packages not made for this mod. There are a number of special units and terrain hexes that need to be correctly represented.
