Torps are never 100% reliable, all torps in the game have a minimum dud rate of 10.

With the option "reliable torpedoes" = OFF, US Mark XIV torps start with a high dud rate of 80, it drops to 60 in Jan 43 and to 10 in Sept 43. There similar improvements for the other torps which start with high dud rates.

If you play with the option "reliable torpedoes" = ON, the dud rate is 10 from the start and all through the war.

Relaibility changes instantly. This is due to the faulty magnetic detonator / faulty Mark 6 exploder are replaced or disabled when the Navy ordnance HQ admitted the problems might exist.

If you play with "Reliable USN torpedoes" set to On, then you will have normal dud rates. I believe this is 10% or 20%.

If you play with that setting Off (i.e., sort of historical), then the dud rates are 80% or 90% (I forget which) throughout all of 1942. Then on 1/1/1943, all torpedoes with a dud rate higher than 30% (IIRC) get a reduction of 20% to the dud rate (so if it started at 80%, it is now 60%). This applies to all torpedoes in the game with a dud rate that is higher than the rate specified.

Then, on 9/1/1943, all torpedoes with a dud rate higher than that rate (which I believe is 20%) get dropped to a flat 10% dud rate.

This mostly affects the USN Mark 14 torpedo (carried by the "fleet boats"), but there are some others that meet the criteria.

No...it's not 60% success rate Jan-Aug 1943. It is 60% DUD rate (meaning 40% "success rate"). September 1943, it'll be 10% dud rate, so 90% "success rate".

2.4.7 RELIABLE USN TORPEDOES
This switch controls whether torpedoes will have dud rates of greater than 10%. If selected,
then the historical problems with US Navy torpedoes are considered to have been immediately
resolved, and the high dud rates for these weapons in the early part of the war do not occur,
so the dud rates reductions specified in section 6.4.2.1 are applied at the start of the scenario,
rather than the dates specified.

6.4.2.1 NOTE ON TORPEDO DUDS
In January 1943, all torpedoes with a dud rate of greater than 49 have their dud rates reduced
by 20
. In September 1943, all torpedoes with an adjusted dud rate greater than 20 have their
dud rates lowered to 10. Allied torpedoes were notoriously inefficient in the early stages of the
Pacific War, and this rule reflects their slow but steady improvement over the years.

Note: if the Realism option “Reliable USN Torpedoes” (see
section 2.4.7) is selected, this rule does not apply – no
torpedoes will have dud rates higher than 10%.
