Blitzkrieg action decision card

Hi,

I'm not sure if this is a bug or that I am missing something. I tried to issue the Blitzkrieg decision card to AGN on turn 1 and was unable to. I also checked AGC and AGS with the same result. I tried again on turn two but still unable to use the cards. I have attached pictures of my game set up.

All German armies are already in blitzkrieg posture at start, hence you can't play the card.
