How does a Soviet division that is changed from "unready" to "refit" ever change out of the "refit" status and actually become useful?

Refit is not a status, it is an order.
You remove it from refit when you think the division have been replenished enough.

Refit order is not efficient in contact of the enemy, and do better near the railroad, far from the enemy, and even better more than 10 square from the front.
Brakes are for cowards !!
