[Bug Report] Two bugs related to Vichy France's creation

We just found two bugs:
1. If the Allies attack Spain before France has fallen, Southern France and French North Africa will be unfrozen. As per the manual, only Italy joining the Axis or Vichy France's creation would make so.
2. Following Bug #1, the Allies can move non-French land units to these unfrozen areas. When Western/Eastern France is conquered, French units are removed without a problem, but Vichy France will not be created (the WR+3 Vichy event still happens tough). Non-French units in Southern France will try to retreat to London just as if they were in Western/Eastern France, but Southern France remains as an Allies controlled area (not Vichy). Non-French units in the three French North Africa areas will stay put, and these areas remain Allies controlled as well (not Vichy).

If the Allies utilize these two bugs in combination, it will make a huge opening advantage (in my opinion).
