Q regarding built in AA Modifiers, etc

Does anyone know what the hardcoded percentages for AA fire, etc for the Japanese/Allies are? I recall that the Allies swing ahead in dice rolls in 1944 or so thanks to VT fuzing...

Think the VT fuzing comes into play on 1 Jan 43.

Faintly remember Symon saying that VT fuze and radar gunnery get an "under the hood" activation in 1943. Can't remember if it was in a post or in a pm.

In this post from JWE, he indicates there is a bump in late 43, but not exact date nor what the "bump" is fb.asp?m=2965668
