How does aircraft availability for air transport missions work?

How does aircraft availability for air transport missions work?

I'm trying to deliver supplies to an army that is in communications but not getting enough supplies to satisfy them. I have several airfields on rail lines within range. I click on the parachute symbol (f9), click on one of the bases, and shift-right-click on the target hex. Nothing happens. I do with with a variety of bases. I try a simple shift-right-click without clicking on a base first, and sometimes some planes show up and sometimes they don't. If I look at the bases in question, they have plenty of level bombers with miles remaining. Yet for some reason, they aren't flying.

What's going on? Does it have something to do with the amount of supply in the air base's HQ?

Do I have to do a rain dance of some sort like the way one gets transport planes to load up paratroopers?

Your airfield have to be on a railroad.

Also it is probably better if your transports or level bombers have 0% mileage when you start the mission.

I think maybe the issue with my game is percentage required to fly. I'll take a stab at it next time.

Related question - how do I get night fighters to accompany a night air transport mission? I went and built a nice Pe-3 regiment and now I can't for the life of me get them to fly. And the Germans are hammering my transport missions.
